If you mean the character's culture, then battanians. Empire has extra bonus to having a cultural alliance with 3x as many towns so easier to govern your fiefs as you are most likely to receive fiefs in an empire anyway. The forest speed debuff reduction is the best bonus though. Too bad Sturgians lost this just for snow instead of forests.

With the new patch, dynamic cultures are given a numeric ID, but not a name that set_culture or change_culture can use. So if you want to reference a culture, you need to use commands in an effect block (through console) or via run files. Then to reference the culture, save it in a variable.
